Credits

Chinese immigrants living in New York City decide to put on a charity event to earn money for the Chinese war effort against Imperial Japan. However, Japanese spy Matzu and Chinese traitor Ku-Shi decide to sabotage the event by setting on fire the building containing all the fireworks for the event. This blaze is witnessed by the Human Torch and Toro who put out the fire. Learning that the festivities are ruined, the two heroes agree to be part of the show so that they can do their part as well as keep an eye out for Japanese spies.

When Ku-Shi reports back to Matzu about the Torch and Toro involving themselves in the charity show, Matzu decide to continue with his plans and come up with ways to stop the two heroes. During the Torch and Toro's performance, Matzu and his minions attack the charity and gun people down. Stealing the money they attempt to get away, however the Torch and Toro attempt to stop them and end up getting trapped in a room filled with gas. Matzu then hypnotizes the two heroes to break into the Bank of Free China and steal more money for him. The two heroes unwittingly succeed in doing so, proving no match for the guards protecting the bank.

Returning to Matzu's hideout, the Torch stumbles and upon gazing into the headlights of Matzu's car is freed from the hypnotic control. When he attempts to capture Matzu, the Japanese spy sends Toro to clash with him. The Torch fights Toro to a standstill until the boy snaps out of Matzu's control. The duo then chase the crook down and easily capture him before he can detonate a powerful bomb. With Matzu defeated the two heroes decide to rejoin the festivities for the Chinese war effort.
