At an upstate reservoir, security guards discover a man trying to blow up the dam with dynamite and shoot him dead. This was an agent of the spy known of Scaly Dragon who is furious to learn of this failure. The Scaly Dragon then sends a second operative who succeeds in blowing up the main line, cutting the city off from its water supply. Once the story hits the news, Toby tells his mentor,Duke O’Dawd all about it. Duke decides to investigate the situation and changes into the Human Meteor. When they both arrive at the reservoir they discover two men lurking about and confront them. Knocking out the two men, the Human Meteor discovers that they were digging a tunnel under the dam and goes to investigate. There he finds two more men who are still digging. After stopping them, the Human Meteor discovers that someone on the outside has caved in the tunnel entrance. On the surface, those men have also kidnapped Toby and, after knocking the boy out, flee the scene in their getaway car.
Meanwhile, the Human Meteor is still trapped, but manages to get free by turning up the power on his belt giving him the strength to plow through the earth and break free. He quickly catches up to the getaway car, but it manages to lose him in a sharp turn. However, Toby has managed to push one of his kidnappers out of the moving vehicle. When the Human Meteor catches up with this man he forces the crook to reveal the hideout of the Scaly Dragon. Soon, the Meteor arrives at a run down farmhouse. But, when he tries to knock down the front door he can’t and quickly discovers that it is made of solid oak, the one material his belt has no effect over. Soon, the crooks open the front door and let Toby call for help, luring the Human Meteor into a trap. The hero is knocked out with wooden clubs and soon he and Toby are placed in a pit that is rapidly filling with water. Once the water has almost reach the glass covering on top, the Human Meteor dives down to the floor and shoots himself up with such speed he manages to shatter the glass, freeing himself and Toby. After making short work of the guards, the pair then find the Scaly Dragon’s code book and decipher where the plan plans on going next.
The Human Meteor flies himself and Toby to the city of Cincinnati where he quickly finds the Scaly Dragon’s new hideout. Sneaking inside, the hero overhears how the Scaly Dragon intends to not only destroy a number of dams and levees in the area he also wants to unleashed a typhoid epidemic as well. Unfortunately, before the Human Meteor can stop them, a nearby generator begins conflicting with the powersource within his belt and he weakens to the point where he passes out. This allows the Scaly Dragon and his men to get a head start on their plan. Luckily, Toby goes into the building to check on the Human Meteor and shuts off his belt long enough for the hero to regain his strength and get clear the generator that is affecting his powers. The Human Meteor then quickly smashes the spies plans to poison the water supply and turns them over to the authorities. With information gathered from the Scaly Dragon’s hideout, the Human Meteor discovers that there is a spy ring in the country and passes that along to the United States government so they can round up the rest of the criminal network. Later, while back on the job, Toby asks Duke why they didn’t get assigned to the FBI for the job he had done. Duke tells the boy that he can do a better job doing what he does while working as a cab driver as nobody would suspect him of being the Human Meteor.
