Osborn Part Three
At the office of Senator Sondra Muffoletto, they have ordered out for hamburgers. When the food arrives, she uses them as an allagory for government policy. The point of her lesson is for the leadership to exude confidence and to never flinch lest you end up with a target on your back.
While at the Special Containment Center, Norman Osborn and the prisoners of the first wing have broken out of their cells. They have approached the doors to the second wing where security is trying to quell a riot. Before entering they get a lay of the land from Father Coulmier, the prison chapland. He tells them that any survivors would have barracaded themselves in an observation tower. He also warns them that the hundred or so prisoner contained inside are all dangerous, even the majority that don’t have super powers.
Opening the doors they find a room in utter chaos as prisoners slaughter the guards who haven’t run to cover. Norman Osborn tells his allies to pick the biggest foes and make them their bitch. As he is telling Coulmier to run for cover, one of the inmates sucker punches Norman in the face.
From the observation deck, Norah Winters watches, having been brought here by a mysterious benefactor. This man suggests they get back to the sub before it is too late, but Norah is too busy watching to see what Norman Osborn is doing.
While back at the offices of the Daily Bugle, Sarah Saulsby continues trying to find out where Norah had gone, under order from their boss Ben Urich.[1] She calls the office of Senator Muffoletto to ask if they’ve seen her. It’s as she is speaking with the Senator’s office that she finds the letter Norah received recently and learns she went to Pier 84 and asks if the Senator has heard about it before.
Back in the second wing, a massively fat prisoner picks up Toxic Doxie and slams her to the floor, breaking many bones. However, the geneticist gets back up and pops all of her bones back in place. As she explains the genetic process she underwent to do this she also tells her attacker that they have been injected with a paralystic drug she had imbeded in her finger nails. Meanwhile, the Kingmaker has used his powers to replace the memories of a number of dark faeries, compelling them to turn against each other. Both he and Doxie take a moment to stop and admire each other’s work. Meanwhile, Norman Osborn is still being pounded on by the massive muscular inmate who sucked punched him earlier. The brute keeps on punching Norman, telling him to give up. However, Norman has been biding his time and getting a measure of his opponent before knocking him out with a single blow. When they finally recognize they are dealing with Norman Osborn, the prisoners stop fighting and begin cheering him. Many of them have tattooed the image of the Green Goblin on their body and begin hailing him as their leader.
Meanwhile, Senator Muffoletto gets worken up by a call from her assistant who is passing along information about her conversation with Sarah Saulsby. Sondra gets up and starts brewing a pot of coffee and tells her assistant she has no idea what Pier 84 is. She then hangs up can calls her colleague Senator William Morrison. Morrison denies her request to speak and hangs up on her. Realizing what she has done, Sonda drops her coffee pot on the floor. When it shatters the noise rouses her husband who asks what happened. Sondra sits at her kitchen table and tells him that she flinched.
Back at the prison, Norman continues to get cheers from the prisoners of the cell block. That’s when Father Coulmier turns his attention to the observation booth where Norah Winters is still watching. Instead of fleeing she is trying to get a call out to tell the outside world of what’s going on. Unfortunately, she can’t get a connection and is quickly nabbed by Ai Apaec who brings her down to Norman Osborn. Norman welcomes Norah and tells her that he’s raising an army.

Continuity Notes
It’s interesting to note that the Front Line changed names to the Daily Bugle between issues. This is because this story takes place shortly after Amazing Spider-Man #648. In that story, J. Jonah Jameson bought back the rights to the Daily Bugle name from Dexter Bennett and gave it to Joe Robertson, who then renamed the Front Line.
