Underworld, Inc.
An ocean liner pills into Empire City Harbor after a perilous trip across the North Atlantic. As they get closer to shore the captain tells one of his men to below deck to check on their cargo and make sure it’s safe. The crewman opens the safe and is shocked to discover that their cargo has gone missing. When the captain learns of this he orders his crewman to call the harbor police.
Meanwhile, above the city, Volton detects that there is something wrong aboard the ship coming to shore and rides the electrical waves and uses the ship’s radio to appear aboard the vessel. This accidentally shocks the man manning the radio set, but he manages to tell Volton that that something was stolen from the ship’s safe. At that moment, in one of the staterooms, a man by the name of Doctor Fathom gloats over how easy it was for him to steal a secret formula from the safe and vows to master it. Soon enough he succeeds in using the formula to create pure platinum. Intending to sell the formula to Underworld, Inc. he makes the error of using the ship’s communications system to contact the mob. As Doctor Fathom makes arrangements to meet the mob on the pier that evening nobody is aware that the line has been tapped by Volton.
That evening, Doctor Fathom discovers that word has gotten out about his stolen formula and finds himself in the middle of a sudden gang war as rival gangs try to claim the platinum formula for themselves. That’s when Volton zips by in his electrical form and pulls the doctor to safety. Volton makes short work of the mobsters, using his electrical powers to stun them into submission and then hanging them all up on nearby posts.
When Doctor Fathom tries to make a run for it, Volton grabs him and turns him over to the authorities for stealing the formula.
